Lawyers can show up at the general security bureaus on behalf of their client, without any previous procedure, but he has to have his professional card in hand. His belongings will be controlled however upon entry, while the documents held will not be submitted to such a procedure.

Lawyers can investigate and verify all the facts related to the procedures requested by his client, whether they have been done, are being done. They can check the deadlines, as well.

Notaries can show up at detention centers, to establish a proxy by the detained to a third person.
 
Procedures and documents that can eventually be requested by lawyers:
 
A general proxy can be used by the lawyer, or a specific proxy for the procedure requested. The latter is valid when it conforms to current regulations, whether it’s done abroad or locally.
 
A general proxy allows the lawyer to request any document on behalf of the interested party except the following:
 

1. The documents that require the presence of the interested party, in order to collect his fingerprints, or to make him sign a specific document.
2. The documents that require the presence of the interested party in order to make a testimony of some sort 

Lawyers can accompany their client during the testimonies and depositions.
 
Lawyers can eventually do a follow up on procedures related to the client (which can be a company as well), in the following cases:

1. Entry visas: touristic visa, work visa, visa for touristic delegations, or sport delegations.
2. Work visas (man): if a proxy is used, a formal request signed by the owner of the company, the guarantor, or the representative must be granted in order to underline the will to employ a new worker.
   
   a- substitute a touristic visa for a work visa
   b- substitute the foreigner’s visa for a visa of first or second class

3- The residence permits (Arabs or foreigners)

a- Applying for a residency permit.
b- Renewing a residency permit (a formal request signed by the owner of the company, the guarantor, or the representative must be granted in order to underline the will to renew the permit).
c- The transfer request of guarantees, between the old employer and the new one. ((A formal request signed by the owner of the company, the guarantor, or the representative must be granted in order to underline the will to transfer the quality of guarantor).
NB: these formal requested have to be done a year ago at the most.

4. Reconsidering : 

• Cancel the preventive measures taken against a Lebanese citizen for marrying to a foreigner.
• The records related to the detained
• Granting a visitor’s visa after a first refusal
• Entry prohibitions

 
5. The requests of authentication in order to certify the authenticity of copies such as the Lebanese passport’s copy, the visa held by Arabs / foreigners. 
6. Attestation of entry / exit for Arabs or foreigners or any document that could prove the latter 
7. A transfer of the guarantee between an old and new employer, or a cancelation of the former if the domestic worker ran away.

• In case of a confusions related to a name exactly similar to another which is subject to preventive measures, a clarification is requested by the interested party to be cleared out.  
• Procedures requested by detainees: paying the fees related the residency permit for instance, recuperating court decisions, continuing some judicial procedures.  

General dispositions to respect when it comes to detainees:
 

• The bureau of investigations makes sure the lawyer is the guarantor of the detainee, or if the guarantor is one of the following: the mother of the lawyer, his sister, his brother, his daughter, his father, or his mother.

• The bureau of investigations makes sure the lawyer is :

 
b1- the representative of the Lebanese detainee or the Palestinian refugee in Lebanon, or that of a citizen holding a residency permit whether it’s under consideration, or whether the citizen is Arab or a foreigner.
 
b2- The representative of the detainee, in order to request the payment of the fees, or the airplane ticket. He is granted permission to enter the bureau of investigation, without meeting the detainee however.
 
 b3- The official representative of an enterprise / company, in charge of the employees’ situation, when the latter are under a guarantee provided by the enterprise itself.
