The expulsion from Lebanon
The expulsion of Arab refugees and foreigners which are considered offenders, and Entry prohibitions as preventive measures taken against them

5- A Syrian refugee, detained by the general security in virtue of a condemnation. |

6- A Syrian refugee, detained by the general security in virtue of a condemnation, then released via payment of the bail set, while waiting for the court’s decision. |

If he holds another identification document (passport, identity card, extract of civil status, etc.): A minute that conforms to regulations is done. The interested party that wishes to stay in Lebanon, he will be granted a 6months delay by the general security. If his stay has surpassed 6month, than he will be granted one year. If his stay has surpassed a year, then his dossier is transferred to the bureau of Arabs and foreigners, so he can be granted an extra year, in return for paying the fees due. If he wants to leave then he is given a 2week delay to do so. If he doesn’t hold another identification document, then he has to have in hand any other document that can identify him, even if it’s not valid anymore. A minute is done, and the refugee is granted a delay of 48hours to leave Lebanon. if he has the entry document he used in hand : A minute that conforms to regulations is done. The interested party that wishes to stay in Lebanon, he will be granted a 6months delay by the general security. If his stay has surpassed 6month, than he will be granted one year. If his stay has surpassed a year, then his dossier is transferred to the bureau of Arabs and foreigners, so he can be granted an extra year, in return for paying the fees due. If he wants to leave then he is given a 2week delay to do so. The attorney general is informed, and the refugee is therefore under investigations. |
9 – A Syrian woman married to a Lebanese citizen that has lost an Identification document. |
A copy of the investigation report is provided to the refugee, and she is informed that she has to apply to get substitutes for the lost documents. |
NB: the Syrian refugee that has lost his papers has to declare it in one month at the most, after the loss, extendable to 2months, only once.
The immediate expulsion |
It’s any process that consists in the expulsion of a passenger that consequently leaves the Lebanese territory towards the country of origin, or a third country as a transit, and stays at the airport of one of the latter.
The deportation or expulsion is immediate, when it is done 4 days after the expulsion from Lebanese territory, at the most. He shouldn’t leave the airport from which he is expelled, or the one from the country of transit.
Lebanese authorities authorize the immediate expulsion, when the situation fits to the one above-mentioned, without a previous approval by the general security, but the expulsion has to be done on the same flight, or the next flight directly (a return flight).
Lebanon does not deport a traveler if he was allowed to enter the country of transit, he has to go back to the latter therefore. The country of transit, will then find a solution, in cooperation with Lebanese authorities.
The expulsion that is not immediate |
It is any expulsion of a Lebanese passenger or Palestinian refugee holding a Lebanese travelling document that is multiple entry, or that whose residency is under consideration, and that has left Lebanon since more than 4 days, regardless of his status abroad.
The request of expulsion that is not immediate is submitted:
- At the Lebanese embassy in the country of expulsion.
- At the general security via the ministry of foreign affairs and immigrants, and the embassy of the country of expulsion located in Lebanon.
- Directly at the general security via the embassy of the country of expulsion at Lebanon, in some extreme and urgent cases.
The request of expulsion that is not immediate holds the following:
- The complete name of the deported
- The name of the travelling document and the date of receipt
- A document that underlines his citizenship
- An ID photo of the deported
- The date of arrival related to the country of expulsion
- The name of his home town in Lebanon
- A description of the events that lie between his departure from Lebanon, and his arrival to the country of expulsion
- The causes of expulsion
- The marital status of the deported (especially if his kids which are minors, have stayed in the country of expulsion)
- The name and the family ties that lie between him any other expelled family member
- The number of travel documents, and the date of receipt related to each
- The precision related to the flight : whether it is a private flight, or a normal flight with or without official escorts
- The name of the members of the escorts, the type of weapons he owns, the type and length of the residency in Lebanon: Laissez-passer, transit, temporary residency, etc.
The expulsion of a Lebanese citizen, or a Palestinian refugee holding a Lebanese travelling document, or a transit pass with multiple entries, via a third country is not acceptable if the deported has reached the country of destination in which he is allowed to enter. In this case, the records of the deported will be transferred to the country of destination, which will therefore be in charge of his deportation, in cooperation with the competent Lebanese authorities.
Expulsion for judicial security reasons |
Even if the expulsion of the Lebanese citizen, or the Palestinian refugee holding a Lebanese travelling document, or a transit pass in the case of residency under consideration, valid for multiple entries, has been decided in virtue of a judicial decision in the country of expulsion:
It is however essential for the country of expulsion to get the previous agreement of the general ministry (Supreme Court), and the approval of the general security- Lebanon.
The judicial records held by the deported have to be transferred to both the Supreme Court, and the general security.
If the expulsion has been done for security reasons, only the approval of the general security is required.
Collective expulsion |
Collective expulsions in Lebanon are granted after consulting the general security via the ministry of foreign affairs. Meetings are organized to facilitate the decision making process.
General dispositions |
If the expulsion takes place on a private flight or a normal one with official escorts, regardless of the reasons of expulsion, the country of expulsion has to wait for the approval given by the general security, and the public ministry (Supreme Court).
If the flight is private, a request to land has to be made at the international airport of Beirut – general directorate of civil aviation.

He needs a previous authorization by the general security – Bureau au Bekaa – Masnaa, which requires a formal request by the ministry of immigration, and Syrian passports. (This formal request will contain, all information related to the expelled Arab or foreigner) The bureau of operations will verify the validity of the information given, to confirm his residency in Lebanon before his arrival to Syria.
